We have received the following update from NWLDC:
As you are aware, over the bank holiday weekend there was an illegal encampment on private land at Whitegate Stables, Packington. This site already benefits from planning permission 19/02034/FUL which is for the erection of stables. However, the site does not have planning permission for the activities that have taken place over the weekend which include the laying of hardcore, installation of fencing and siting of touring caravans. For this reason a temporary stop notice was served on Sunday 30 May.
The Notice requires that the owner/occupier of the land does the following:-
1. Cease the use of the Land as a residential caravan site
2. Cease the importation of aggregates and other material
3. Cease the creation of hardstandings
4. Cease the erection of fencing
5. Cease the installation of services
The Notice will remain in place until 28 June.
The District Council have continued to monitor the site by both on site visits and the use of the Council’s drone and can confirm that development on site has stopped and the temporary stop notice is being complied with. Due to the transit nature of the site there may be some touring caravans come and go from the site. This does not necessarily constitute a breach of the temporary stop notice.
We have today received reports that further hardcore was being put down yesterday evening. We have been out to site today and at the time of our visit there were no works taking place. I must highlight that you may see some works taking place that the District Council have to allow to ensure the site is safe for use.
I can also confirm that a planning application for the siting of 12 mobile homes was received on 1 June 2021 reference 21/01062/FUL. This application is currently invalid and the Planning Officer has written to the agent requesting additional information. If validated, residents will have an opportunity to comment on the application.
Over the last week, a number of internal departments have met and reviewed all of the current history on the site and are preparing a report detailing next steps for sign off by senior management.
I hope this update provides you with reassurance the District Council are taking action to control the unauthorised development at this site. I will continue to update you as I have further information I can share and hope the next update will be early next week.
The Parish Council will continue to liaise with the District Council and keep residents informed.
